Character Name: Chara
Age: Could be anywhere between 8 and 12.

Personality:
Chara is a unique child, in that what we know of them is kind of biased by the view of them by other people. Like Asriel at first thinking that they are a good person, a good friend and a good sibling.
All of these Chara is not, as is also stated by Asriel that Chara's reason for falling into the Underground as not a happy reason. It's also stated that Chara has a hatred for humans, which is shown when they end up sharing a body with Asriel after they died, and the whole had their SOUL absorbed by their adopted brother thing.
As they tried to use the form Asriel took after absorbing their SOUL to kill some humans, or at least it's heavily implied that that was Chara's goal. Their hatred of humans also applies to themselves, as they came up with a plan to kill themself by the most painful possible way. Buttercup poisoning.
Which rolls into their manipulative side, the planned to kill themselves and let Asriel use their SOUL to go beyond the barrier trapping the monsters underground and to gather more human SOULs so the barrier could be broken, or at least that is what it seems to be implied that their plan was. It's highly possible Chara's plan was to use Asriel, and their death, as a way to get revenge on the people of their hometown/village.
As the form of Asriel with Chara's SOUL took Chara's body back to their home village, and well that ended with Asriel also dying so! That plan backfired.
Honestly, Chara is just a little ball of self-loathing and hatred towards their own kind, determined to do whatever they can to hurt those around them even if they don't mean to. As I somehow doubt they wanted to have their adopted family to fall apart because of their death and the actions that happened after it, as the Dremurrs seem to be the only people (or Monsters) that Chara had some sort of care for. Or that they actually cared for Chara. Of course, they're also good at hiding this side of themselves, as neither of the adults Asgore or Toriel were even aware of how Chara truly was. Or how they really felt about humans and themself.
Now, determination. That is something Chara has a lot of if we go by their words at the end of the Genocide run. As they mention the Player Character(Frisk)'s human SOUL and their determination is what led to the events that resulted in everyone and everything being killed, heck it's even shown when one restarts the game. As Chara waits ten minutes with an empty void before making the offer to bring the world back and basically having Frisk's SOUL be Chara's property, as any of the best endings (True Pacifist) have twists to the endings, showing that something, most likely Chara, is in control of Frik's body now. Or to put it simply, Chara has enough determination to do whatever they can from beyond the grave.
